It is standard from seats guaranteed to be OOP, like the SB, and in high-rake games. Calling leaves you OOP with a weak range, so if you play, take the initiative. Example. In the SB against a BTN open to 2.5bb, you 3-bet A♠ K♦ and fold K♠ 7♦. The same goes when an aggressive player sits behind you.
