No made hand; compare the highest card.
A is the highest, 2 the lowest. If tied, compare the next highest card. Example. A♠ J♦ 8♣ 5♥ 2♠ and K♣ Q♦ J♠ 9♥ 3♣ both have no made hand, and the ace-high hand wins. In video poker, "high card" has a different meaning: a card J or higher.
