You make a hand from exactly 2 of your 6 hole cards and 3 from the board. Everyone tends to hold something close to the nuts, and sets and two pair end up on the losing side against draws, so the baseline is to bet only the nuts. Example: there are 15 two-card combinations (6 in PLO4), and wraps with more than 20 outs appear.
