This is showdown value, and it includes top pair with a weak kicker, second pair, and a pocket pair between the top two board cards. Example: K7, A8, TT on a K♠ 8♦ 3♣ board. They are usually ahead, but usually behind against an opponent who calls three times, so take a street off to keep the pot under control (pot control). The default line example is b/x/b (bet the flop, check the turn, bet the river). OOP, x/c; with 3 or more players, check; if raised, fold one pair.
