The more cards that share neither rank nor suit, the stronger the hand (4 cards > 3 > 2 > 1), and with the same number of cards you compare from the highest card down, so the lower hand wins. Aces are low and there are no straights, so the best hand is A-2-3-4 in four different suits. Example: 8♠ 5♣ 4♣ 3♦ has two ♣, so it's a 3-card 8-4-3. A dealt 4-card hand is a badugi 6.3% of the time.
